In Thailand English-language News for April 10, 2017, Newsline presenter Sandra Hanutsaha tells us about:

• Thailand government spokesperson, Lieutenant General Sansern Kaewkamnerd, has confirmed that Article 44 of the 2014 Interim Constitution, the so-called omnipotent clause, can still be used to streamline the government’s work and allow authorities to work unhindered, despite last week’s signing of the 2017 Thailand Constitution by King Maha Vajiralongkorn Bodindradebayavarangkun. Only the abolition of the Nation Council for Peace and Order (NCCPO), or the passing of an ‘ordinary law’ could abolish Article 44. The NCPO will be dissolved after a new administration has been sworn in, he said.

• Thailand Minister of Transport, Arkhom Termpittaya, has said that all local government and security units, including police and military units, have been mobilised ahead of the Songkran holiday later this week in an attempt to reduce the number of people killed on Thaland’s roads this year. Drivers have also been encouraged to turn on vehicle headlights during the day. Some 35 million people – more than half of the Thai population – are expected to be travelling during the 2017 Songkran holiday.

• The Department of Highways (DoH) has commenced its 2017 road safety campaign aimed at facilitating the flow of traffic out of Bangkok ahead of the 2017 Songkran holiday. Regional offices have been instructed to establish round-the-clock rest areas nationwide until April 18, while drivers can obtain traffic updates from it website, www.doh.go.th.

• As people start heading back to their home towns ahead of the Thai New Year various Thailand provinces have announced plans for traditional Songkran celebrations. Information on local events can be obtained from provincial administration offices or the Tourism Authority of Thailand (TAT).

• With Thailand still officially in mourning over the death last year of king Bhumibol Adulyadej, the government has issued special instructions restricting the level of celebratory behaviour during the 2017 Songkran holiday. Street water fights will be confined to certain areas, while loud music and dancing in the back of pickup trucks is banned. NBT speaks to foreigners about their opinion of Songkran, water fights and safety during the celebrations.

• In 2016 Thailand Prime Minister General Prayut Chan-o-cha committed the country to reducing greenhouse gasses by up to 25 per cent by the year 2030. NBT takes a look at the Thailand government’s zero-emission vehicle policy as part of its Thailand 4.0 strategy, and the various investor incentives available.

• The effects of Thailand’s widening drought have been felt at Huai Kha Khaeng Wildlife Sanctuary in the northern province of Uthai Thani, where water has stopped falling over the Chai Boer Waterfall and the Kaeng Sao Noi Waterfall.

• Thailand deputy minister for education, General Surachet Chaiwong, has initiated a programme to develop education facilities in border zones. The project will be trialled in four northern provinces and aims at producing ‘quality students’ prepared to meet the economic and social changes of the future.
