In Thailand English-language News for April 11, 2017, Newsline presenter Dhra Dhirakaosal tells us about:

• Deputy Prime Minister Wissanu Krea-ngam said Article 44 of the 2014 Interim Thailand Constitution was needed to fill vacancies arising in the State Audit Commission (SAC) in September, and from the departure of five Constitutional Court judges making the quorum incomplete and unable to function without replacements. Organic laws that would cover these instances had not yet been drafted, he added.

• Thailand’s Office of the Ombudsman (OoO) has celebrated its 60th anniversary, with Thailand Chief Ombudsman General Viddhavat Rajatanun telling a gathering to mark the event that the responsibilities of the office will be adjusted according to the 2017 Thailand Constitution. One change he noted was the National Anti-Corruption Commission (NACC) taking over the investigation of the ethical conduct of government officials and civil servants.

• The Road Safety Directing Centre (RSDC) has launched its road safety campaign aimed at safe, lawful and conscientious driving behaviour during the Songkran holiday as people start heading home for the extended holiday.

• Thailand vocational institutions have established 251 vehicle inspection centres across the country to provide free vehicle safety inspections and minor repairs for those travelling home for the Thai New Year holiday period. The initiative was organised by the Ministry of Education (MoE) and involves the anticipation of more than 20,000 vocational education students.

• Visitors to Bangkok who wish to experience traditional Thailand New Year celebrations should head to the forecourt in front of Bangkok City Hall where bathing rites and almsgiving ceremonies will be held around the Phra Phuttha Sihing Buddha image which ordinarily resides in the National Museum Bangkok.

• In the first three months of the year the number of applications for a factory operating licence increased by almost one per cent year-on-year (YoY), with 1,154 new requests. Although the number of new factories represented some Bt94.4 billion (about US$2.729 billion) in investment, the value was 17.91 per cent down compared with the same period in 2016.

• Thailand’s Ministry of Commerce has officially unveiled its initiative for quality and affordable food stalls and restaurants at PTT gas stations nationwide. Some 12,176 Noo Nid restaurants have been opened across the country with all selling wholesome and hygienic food at Bt35 ($1) per plate.

• The Federation of Thai Industries (FTI) has forecast 2017 Thaland GDP at 3.4-4.0 per cent, with 2017 Thailand exports predicted grow by between one and three per cent.

• NBTC takes an in depth look at a device created in Thailand to help prevent muscle atrophy in hospital patients.

• Deputy Prime Minister Air Chief Marshal Dr Prajin Juntong has presented certificates of recognition to researchers and innovators, many of who had recently returned from the International Exhibition of Inventions in Geneva, Switzerland. More than 100 Thai innovations received awards, with Thais taking home nine honorary gold medals, 22 gold medals, 37 silver medals, 22 bronze medals, and 24 other special awards.

• Plans by the Philippines to import up to 1.3 million tons of rice this year provide opportunities for Thai rice exporters. The Philippines imports about 400,000 tons of rice from Thailand annually, with 193,000 tons having already been exported in the first two months of 2017.
