In Thailand English-language News for May 24, 2017, Newsline presenter Cholaphansa Narula tells us about:

• Privy Council President, General Prem Tinsulanonda, has represented King Maha Vajiralongkorn Bodindradebayavarangkun at a ceremony to honour the late king Bhumibol Adulyadej and the dowager Queen Sirikit, and all past Thai kings.

• Representatives of King Maha Vajiralongkorn Bodindradebayavarangkun and Princess Maha Chakri Sirindhorn have delivered royal gifts to those injured in the bomb explosion at Phramongkutklao Hospital on Monday which injured 24 people.

• Chief of Staff of the Royal Thai Army, General Sasin Thongpakdee, said on Tuesday that he government is on course to draft a social contract to help the country achieve reconciliation.

• The Cabinet has endorsed a memorandum of understanding with Japan on the prevention, deterrence, and elimination of illegal, unreported and unregulated (IUU) fishing. At the same time it approved the Draft Master Plan for Agriculture Development for 2017-202, which will be implemented alongside the 20-year National Strategy, the 12th National Economic and Social Development Plan (NESDP) and provincial agricultural development plans.

• Deputy Secretary General to the Prime Minister for Political Affairs, General Navin Damrikan, has been interviewed by the “Thailand Today” program about the National E-Payment Master Plan (Nemp). In the interview, which will be broadcast tomorrow, May 25, General Damrikan explains that the Nemp will provide the government with an effective e-payment system to sustain all kinds of business payments as a complete integrated system. He said the national e-payment master plan will help decrease public transaction costs, especially the costs for cash payments, increase the country’s competitive edge, and help weed out fraudulent business transactions.

• Bangkok Metropolitan Administration (BMA) Governor, Police General Aswin Kwanmuang, said the BMA has invited arborists and other specialists to participate in public workshops to be conducted at all 50 district offices to train people in the proper maintenance of large urban trees. The workshops have been organised as the result of several large trees falling over recently, resulting in a number of deaths and injuries in the capital.

• The Federation of Thai Industries (FTI) and the Comptroller General’s Department (CGD) have signed an agreement which will see the two link their online databases to provide public sector access to a wider range of products. FTI members will gain access to information on product demand in the public sector, while the CGD will gain access to the FTI’s database of product manufacturers. Connecting the two websites is expected to generate trade of no less than Bt2 billion (about US$58.224 million) this year.

• More than 200 small fishing boats have been forced to stay in port and tourists and residents warned against swimming in the ocean in Phang Nga Province in southern Thailand due to heavy onshore winds and strong waves.

• The Cabinet has approved the use of Section 44 of the 2014 Interim Constitution – the so-called omnipotent clause – to stimulate investment in the Eastern Economic Corridor (EEC). The use of Section 44 will enable revisions to legislation related to the aviation sector to be made quickly to enable foreigners to own a majority of shares in an aviation related company.

• Thailand government spokesperson, Lieutenant-General Sansern Kaewkamnerd, has revealed that 14 million people registered as low-income earners during the latest round of registrations for State welfare assistance with 4.6 million, or almost 33 per cent of them, being farmers. The government will examine the information gathered to see where tailored programmes can be introduced to provide the best results.

• Thailand has hosted the ninth Asean Environmental Working Group Meeting (AWGEE) to review and summarize the performance of member countries over the past year.
